![]() ![]() These challenges have worsened because of existing structural racial inequalities which mean that Black and Pakistani communities are more likely to work in unskilled jobs. Many of the issues that come with it have been escalated by the pandemic, including the disproportionate deaths of people of colour from COVID-19.Ī disproportionate number of Black and Asian people had to work through the pandemic as key workers due to preexisting structural issues. Structural racism exists in the social, economic, educational, and political systems in society. It’s the main reason behind inequalities such as the ethnic pay gap across many institutions, as well as fewer judges and university vice chancellors of colour. White supremacy lies at the heart of how systems in society work. It exists because of white supremacy: a pattern of beliefs, assumptions and behaviours which advance the interests of white people and influences decision-making to maintain their dominance. Structural racism is enforced through institutional systems like seemingly neutral recruitment policies, which lead to the exclusion of people of colour from organisations, positions of power and social prominence. Learning about white privilege isn't harmful to white working class children – viewpoint It also stealthily replicates the racial hierarchy established more than 400 years ago through slavery and colonialism, placing white people at the top and Black people at the bottom. ![]() It normalises historical, cultural and institutional practices that benefit white people and disadvantage people of colour. In plain terms, structural racism shapes and affects the lives, wellbeing and life chances of people of colour. Structural racism refers to wider political and social disadvantages within society, such as higher rates of poverty for Black and Pakistani groups or high rates of death from COVID-19 among people of colour. Examples of institutional racism can include: actions (or inaction) within organisations such as the Home Office and the Windrush Scandal a school’s hair policy institutional processes such as stop and search, which discriminate against certain groups. Institutional racism relates to, for example, the institutions of education, criminal justice and health. Institutional and structural racism work hand in glove. Institutional racism is defined as: “processes, attitudes and behaviour(s) which amount to discrimination through unwitting prejudice, ignorance, thoughtlessness and racist stereotyping which disadvantage minority ethnic people”.Īs Sir William Macpherson, head of the Stephen Lawrence Inquiry, wrote at the time, it “persists because of the failure … to recognise and address its existence and causes by policy, example and leadership”. ![]() Structural and institutional racismĭefined initially by political activists Stokely Carmichael and Charles Vernon Hamilton in 1967, the concept of institutional racism came into the public sphere in 1999 through the Macpherson Inquiry into the racist murder of Black teenager Stephen Lawrence.Ī journalist holding up a copy of the Stephen Lawrence inquiry report shortly after its publication. The terms “structural racism” and “institutional racism” are among many of the concepts that have been mentioned in relation to the report’s position on whether or not racism is ingrained in the UK.īut assessing the truth behind the Commission’s suggestion that these forms of racism aren’t factors in driving racial inequality first requires decoding these terms. Months later, amid continued division over the report’s position that racism isn’t pronounced in the UK, there’s still some confusion about what exactly some of the report’s buzzwords mean. From the moment it was published, the UK’s Commission on Racial and Ethnic Disparities’ report was met with a media storm driven by both its supporters and detractors. ![]()

![]() ![]() The president does have some sanctioning power and he can remove sanctions that he or past presidents have imposed. If it does, then the approval of Congress in the removal of such sanctions will be required. So even if it does not formally meet the definition of a treaty, this agreement should require some form of approval by the legislative branch, particularly if it is to remain an enduring part of American foreign policy.Īnother factor that impacts the role of Congress is whether the agreement requires Congress to remove existing sanctions that were put in place by congressional action. The law is anything but clear as to what makes a bilateral or multilateral agreement a treaty, but this one has elements that are treaty-like in its content. That of course is a knife that cuts both ways, because treaties are binding until formally revoked, whereas executive agreements can be undone by future presidents. ![]() The Obama administration has taken the position that this is merely an executive agreement and not a treaty. If it does, then it requires the formal ratification of the Senate. Who gets the final word? That depends on several factors.įirst, of course, is whether the deal negotiated by the president constitutes a “treaty,” within the meaning of the constitution. No agreement has yet been reached, but assume, for argument’s sake, that the president negotiates a deal with which a majority of Congress fundamentally disagrees. Turning to the deal with Iran over nuclear weapons, there are sharp disagreements between the executive branch and the legislative branch over the merits of what appears to be the deal now on the table. But Congress has a say in whether to approve what the president has negotiated. As the head of the executive branch, he gets to negotiate treaties, agreements and other bilateral and multilateral deals. So let’s describe the president by his actual constitutional role: the head of the executive branch of our tripod government that stands on three equal legs. Military metaphors are as inappropriate in a democracy as is martial law, which does empower the executive to act as the commander of all people, but only in cases of extreme emergency. But it is dangerous rhetoric, because it suggests a concentration, rather than a division, of power. To be sure when politicians call our president the “commander-in-chief,” they are using that term rhetorically. The armed forces are different: power is vested in one commander-in-chief. But our Constitution separates the powers of government-the power to command-into three co-equal branches. Were he the “commander-in-chief” of our country-as Putin is of Russia or as Ali Khamenei is of Iran-he could simply command that all of these things be done. And he cannot terminate sanctions that were imposed by Congress without Congress changing the law. He cannot appoint ambassadors without the consent of the Senate. He cannot make a treaty without the approval of 2/3 of the Senate. When he is involved in “high-stakes international diplomacy,” his involvement is not as commander-in-chief of our armed forces, but rather as negotiator-in-chief, whose negotiations are subject to the checks and balances of the other branches.Īs president, he cannot even declare war, though he can decide how a war should be fought after Congress declares it. The president is not the commander-in-chief of our nation’s foreign policy. This important limitation on the president’s power is highly relevant to the current debate about Congress having the authority to check the president’s decision to make the deal, currently being negotiated with Iran. The only people he is empowered to command are soldiers, sailors and members of the militia-not ordinary citizens. The president is only the commander-in-chief of “the Army and Navy of the United States, and of the militia of the several states, when called into the actual service of the United States.” This provision was intended to assure civilian control over the military and to serve as a check on military power. This is a misreading of our constitution, which creates a presidency that is subject to the checks and balances of co-equal branches of the government. This characterization mistakenly implies that President Obama-or any president-is our commander, and that his decisions should receive special deference. ![]() ![]() “Either these senators were trying to be helpful to the Iranians or harmful to the commander-in-chief in the midst of high-stakes international diplomacy.”īut the president is not the commander-in-chief for purposes of diplomatic negotiations. Most recently Hillary Clinton, who I admire, said the following about Republican senators who wrote an open letter to Iran: Politicians should stop referring to the President of the United States as “the commander-in-chief,” as he is often referred to. ![]() ![]() OMG how did this happen?! several squirts and creampies during sex with my stepbrother 2 months ago 13:55 XXXDan creampie mature asian squirt.I cant stop cumming inside my breasty stepmom 7 months ago 12:06 Amateur8 creampie mom.Codi-vore-art for the sake of 3 months ago 38:46 XXXDan big cock creampie latina massage group.Resist Holy Cross sex on the balcony 5 months ago 12:02 XXXDan creampie.Lucky guy gets to fuck a BBW latina 1 month ago 04:43 XCafe creampie bbw latina hairy blowjob.Horny Latina with big tits seduces roommate and makes him cum inside her 4 months ago 17:43 JizzBunker creampie latina seduced college.Sudden cock riding from a BBW MILF and creampie for her thick pussy 1 month ago 11:25 AnySex creampie mom bbw.Amateur Large Booty Wife gets Drilled in the Romantic Sunset 1 month ago 16:53 FreePorn8 creampie wife reality.Blonde with huge tits creampied after nice massage and sex 1 year ago 11:42 ZBPorn creampie massage.Creampie my neighbors wife before her husband gets home 5 months ago 30:02 IcePorn creampie husband.Brandy Renee rides thick throbbing cock with her panties on 2 weeks ago 15:00 xTits big cock feet creampie cheating big tits.Step Sister Bows Over For My Wang - SisLovesMe 2 weeks ago 1:01:01 BigTitsLust teen (18+) creampie big tits brunette pov.Aaliyah Love in stockings gets fucked and creampied 4 months ago 07:01 3Movs creampie. ![]() Biggest Thick Wang Creampies mother Id like to fuck VS Worlds Massive Dong 1 year ago 07:13 MatureTubeHere creampie.Big Tits Girlfriend Loves Creampie Cumshot - busty brunette MILF Maddy Black 3 months ago 06:34 xHand creampie czech fake tits.Quality couch porn for a top ebony MILF in serious XXX perversions 8 months ago 07:59 XBabe ebony creampie.4 months ago 07:01 RunPorn creampie caught cum in mouth Dont miss out on the mouthful of cum she receives at the end.
